The Texas Voice Highlights CRER-Endorsed Regulatory Reform Bills HB 10 and HB 12

Today, the Texas House of Representatives passed House Bill 10 by Rep. Giovanni Capriglione (R-Southlake) and House Bill 12 by Rep. Keith Bell (R-Forney). In a post for The Texas Voice, publisher Mark McCaig wrote about the bills, pointing to a recent study that showed reducing regulatory red tape could produce billions of dollars in economic savings for the state. 


McCaig writes that HB 10 would establish a new Regulatory Efficiency Office to help agencies improve and streamline regulations. The bill would also create a user-friendly website for business owners and the public and would require that all rules be written in plain language. In addition, it would help ensure agencies do not have an unfair advantage when regulations are challenged in court.


HB 12, McCaig writes, would strengthen Texas' Sunset review process to identify and address problematic regulations earlier and more often. It would incorporate efficiency audits into the process and would ensure regulations are tied to key agency deliverables.
