In a recent op-ed for the Austin American-Statesman, Jeff Rose, former Chief Justice of Texas' Third District Court of Appeals, makes a powerful case for state regulatory reform. His call to action outlines the flaws in our current process and explains that fixing the system will benefit all Texans.
Judge Rose says that during his years on the bench, his docket was "full of regulatory cases that impacted businesses and professionals across industries—frequently entangling Texans in antiquated, conflicting or out-of-context regulations." He notes our outdated regulatory system carries steep costs for businesses, professionals, taxpayers, and the continued growth of our Texas economy. Judge Rose writes: "It is time to improve the state’s regulatory system."
The op-ed commends state leaders for signaling they will prioritize the issue this legislative session and calls on lawmakers to enact sensible reforms. Judge Rose highlights several Coalition-endorsed approaches, including a new business owner portal; a more transparent and objective rule review process; and a dedicated regulatory efficiency division to help agencies improve and streamline their rules.
"Reforming our regulatory system is one of the most impactful steps legislators can take to improve state government and ensure Texas continues to lead the nation," Judge Rose writes. "By fixing outdated regulations and removing unnecessary barriers, Texas can cement our status as a dominant economic force in the U.S. and around the world. I urge lawmakers to seize this chance to create a system that will protect consumers, empower businesses, fuel innovation and strengthen our state economy for many years to come."
The Coalition is working to create a best-in-the-nation regulatory model for Texas. See our agenda for the 2025 legislative session here.
